The Festival of Flowers is an annual event in Christchurch and it is on right now. The theme this year is water, and these topiary penguins and the whale in the background, are one of the displays and can be seen on the pond beside the Botanic Gardens information centre. I think the local seagulls are convinced the display has been put there for them to perch on!
